Govt fails to conduct SDC meeting on time

ITANAGAR, Oct 17: The government of Arunachal has not been able to hold State Development Council (SDC) meeting till now. The SDC meeting finalizes the State Annual Development Agenda (SADA) and accordingly the funds are distributed to the departments to carry out the various development activities. The delay in holding SDC meeting raises concern over financial situation of the state.
"Usually the SDC meeting is held in July itself but this year due to political crisis it got delayed. But even then it's too late. The working season has started and still departments have no clue what project to take up. This is severely impacting functioning of various departments," shared a government official. Further he added, "The timeline for submitting revise estimate is December-January. It's already October and we are yet to finalize SADA. Seriously don't know where we are heading for." The SDC meeting is being chaired by Chief Minister and attended by ministers, parliamentary secretaries, MLAs and government officials representing each department.
The Congress MLAs under the leadership of Chief Minister Pema Khandu had joined PPA to forge an alliance with BJP in the hope of improving the financial situation in the state. But the delay in holding of SDC meeting sends out confusing signal to the people of state.
CM launches e-ticketing, flags off APST buses and Tata Sumos
ITANAGAR, Oct 17: Chief Minister Pema Khandu on Monday launched electronic ticketing (e-ticket) system for state run buses under Arunachal Pradesh State Transport Services (APSTS).
After launching the e-ticketing system (http://apstsonline.com/) at his conference hall, Pema said through this system, passengers can now book their tickets online using internet banking services from any part of the world. The e-ticketing will also check revenue pilferage, he said.
The first online booking was made by the Chief Minister himself with receipt of an SMS and email confirmation message over his phone device. A print out of the confirmation ticket was taken out and displayed completing the launch of the e-ticketing system.
The department officials informed that the department will be launching a mobile app for e-ticketing within 45 days. As step towards digitization, the Itanagar bus station will be digitized in first phase, while rest in the state will be covered on phase wise soon.
Earlier, the Chief Minister flagged off a new fleet of 16 buses and 20 Tata Sumos in presence of Urban Development Minister Nabam Rebia, RD Minister Tanga Byaling, Hydropower Minister Phosum Khimhun, Parliamentary Secretary (Transport) Likha Saaya, Parliamentary Secretary (WRD) Gum Tayeng, Chief Secretary Shakuntala Gamlin, Commissioner finance Ashis Kundra, Commissioner (Transport) B Siram, Commissioner (Health) Hage Kojeen, Secretary Planning Dr Joram Beda and other dignitaries.
Chief Secretary Gamlin instructed the transport department to immediately vacate the huge number of unused vehicles and auction them to procure new vehicles.
Further to improve public services, the Chief Minister suggested the department to hire expert consultants to run bus terminals across the state on PPP mode.
Transport Department General Manager Abu Tayeng informed that state buses will be equipped with CCTV cameras. Besides providing security measures, the CCTV cameras will also check any malpractices by the bus conductors. A separate static seat for bus conductor with clear view from CCTV camera will be in place on every bus, he informed.
Felix urges Sikkim Govt to ensure safety of NE students

GANGTOK, Oct 17: The seven-member delegation of education department headed by Parliamentary Secretary Education Bamang Felix and Secretary Education Bidol Tayeng on Monday held a day-long interactive session with the Sikkimese counterpart on various issues with a view to tap and channelize the human resources in the Northeast region.
During the interaction, Felix called upon the Sikkim government to ensure safety of large numbers of Arunachalee students studying in Sikkim Manipal University, Sikkim Central University and other educational institutes in Sikkim.
Felix also said that need of the hour is to address the issue of building human resources. The Parliamentary secretary further said both the states have come into forefront to address the common issues such as skill development, quality education with an exchange of information, preservation of the distinct identity of both the hilly states.
Felix also emphasized on the need for educational exchange programmes for further strengthening the cooperation and understanding among the people in the Northeast in better ways.
The Arunachal delegation was impressed with Sikkim's performance in management of its human resources in better way, capacity building of teacher, students learning process, strengthening the relation with the school management committees and their responsibilities to monitor school drop outs and imparting gender equality in the region.
During the interaction session everyone expressed concern over decline in quality of education in the region and spoke about need to address this concern jointly as both the states have similar geographical and other development issues.
Before the formal interaction, education secretaries of both the states highlighted various issues of human resource management, skill upgradation, development of State Education Research Training institutions, hindrances in implementation of national education policies and utilization of local resources.
O. T Lepcha, Advisor to Human Resource Development Department, Sikkim said both the states need to work together for educational exchange, human resource development and common issues of regional development. He assured full safety of Arunachalee students studying in Sikkim.
Hayuliang by-poll on Nov 19
ITANAGAR, Oct 17: The Election Commission on Monday announced the schedule of bye-election to 45-Hayuliang (ST) Assembly Constituency to be held on November 19.
The notification will be issued on October 26 and the last date of submission of nominations is November 2. The counting will be on November 22, according to a notification issued by Nirvachal Bhawan.
Bye-election to Hayuliang assembly constituency was necessitated after the demise of elected candidate of the constituency and former chief minister Kalikho Pul.
The Model Code of Conduct for the guidance of political parties and candidates have come into immediate effect in entire Anjaw district with the announcement of the bye-election until completion of the election, the release said.
Arunachalee Physician gets recognition for his research at European Medicine congress
GUWAHATI, Oct 17: Arunachalee Physician Dr Alai Taggu, the first specialist physician in Critical Care Medicine from Northeast India region presented his clinical research papers at the 29th annual congress of European Society of Intensive Care Medicine (ESICM) 2016 held at Milan in Italy, from 1-5 October.
ESICM's annual convention is one of the largest and most innovative international scientific meetings held in intensive care and emergency medicine.
Taggu, who hails from Aalo in West Siang, Arunachal Pradesh, had also previously won a gold medal in critical care medicine (2013-16) from the Rajiv Gandhi University of Health Sciences, Karnataka.
He was a recipient of the distinguished Fellow of American College of Chest Physicians (FCCP), USA and an alumnus of JIPMER, Pondicherry. He is also a regular guest speaker in many Intensive Care Medicine related conferences and forums across the globe.

2 NSCN(R) cadres nabbed
ITANAGAR, Oct 17: Security forces apprehended two active NSCN(R) cadres from Kheti area of Jairampur on October 16.
Acting on specific input about presence of two UG cadres in general area of Kheti, the troop of Assam Rifles based in Jairampur launched sustained search operation which led to apprehension of the two NSCN(R) cadres, who have been identified as self styled Sgt Roman Jugli of Longlum village and self-styled Pvt Chonlu Hachaing of Phinbiro I village under Changlang district, according an Army release.
One 9 mm pistol with magazine and four 9 mm live rounds and one point 22 Pistol and two point 22 live rounds were recovered from the cadres.
Roman Jugli was self-styled area commander and Hachaing was a hardcore cadre trained in Myanmar in 2008.
They became highly active after the arrest of SS Corporal Lungphang Jugli alias Babu on October 1 and were trying to rejuvenate the foothold of NSCN(R) amongst the locals by getting extensively involved in extortion activities, the release said.
Apprehension of the cadres has dealt a major blow to extortion activities of UG organization. Apprehended UG cadres were booked in Jairampur Police Station, the release added.
School boy goes missing

ITANAGAR, Oct 17: A Class VII student of Government Higher Secondary School Polo Colony identified as Laar Weshi, permanent resident of Village Weshi under Seppa circle in East Kameng district went missing since yesterday.
In a missing report filed by his elder brother Dadi Weshi at Naharlagun Police Station today, it claimed that Laar left his brother in law's residence at Polo Colony Naharlagun around 3:30 PM with school bag on Sunday.
The missing report also claimed 14 years old Laar wears blue T shirt and Cargo pant when he left his brother in law's house. The frantic parents appealed to the people if any information about boy's where about report it to Naharlagun Police Station.
Multi-speciality health camp
ITANAGAR, Oct 17: A multi-specialty health camp consisting of Nephrology, TB and respiratory diseases and rheumatology cum orthopedic was conducted in Kiyit village in memory of Lima Borang on his 5th death anniversary on October 15.
People from Mebo circle, mainly Ngopok, Kiyit and Borguli village have benefited from the camp where free hepatitis testing, pulmonary function tests and ECG were done.
Specialist doctors from Tomo Riba State Hospital, Naharlagun and Pasighat General Hospital conducted the camp.
Organized by Dr Oson Borang, MO, Namsing, the health camp was inaugurated by Mebo ADC Yemling Tayeng.
CFF to assess academic performance of children held
TEZU, Oct 17: A Children Film Festival (CFF) was organized for the first time by Lohit District Administration in collaboration with the Department of Education at Amik Ringya Hall, Tezu on Sunday.
The idea of film festival as a medium of awareness, infotainment and assessing the academic performance of children was the brainchild of Lohit DC Danish Ashraf.
About 100 students from Class-I to VI from 10 Government schools of Tezu Township took part in the programme.
The motive of the programme was to create awareness about GoI schemes such as Swachh Bharat Abhiyaan, Wildlife Conservation, water conservation, its judicious use and to convey the message of road safety, health and hygiene etc. and an advice to school children to concentrate on their studies. Also, sudden test of all participating children was taken to know the study level and academic performance of teachers.
Besides short awareness movies, superhit animation movie " The Jungle Book" was shown during the film festival. Students enjoyed the same and they were highly motivated and inspired.
The next CFF will be held at Wakro circle of Lohit District.
APSCW awareness camps at Pakke Kessang and Leporiang
ITANAGAR, Oct 17: Legal awareness programmes were organised by the Arunachal Pradesh State Commission for Women (APSCW) at Pakke Kesang, East Kameng and Leporiang, Papumpare District on Oct 14 and 15 separately.
The programmes detailed on Domestic Violence, Polygamy, Compulsory Registration of Marriage, POCSO Act, Trafficking, Free Legal Aids, Child Labour.
At Government Secondary School, Pakke Kessang, APSCW Chairperson Mitali Tingkhatra highlighted on the Protection of Children from Sexual Offences (POCSO) Act, 2012. She called on the participants to take help of Childline if anyone faced any kind of harassment or offence towards any child. She briefly explained about Right to Education, Juvenile Justice and child marriage.
APSCW Member Secretary, Yame Higio spoke on powers and functions of the APSCW and also cases handled by the Commission for the victims.
APSCW Member, Oter Ering Tayeng briefly informed about the Domestic Violence and free legal aid. She encouraged the participants to inform if they are facing any kind of domestic violence or knows any victim of domestic violence than they should stand up against it and report it to their nearest police station or service providers.
CDPO-cum-CO in-charge Gogoi Natung also encouraged all the participants to take advantage of legal awareness provided by the Commission for their own safety and benefits.
School Headmaster, Rup Techi Tara informed that the domestic violence and child marriage has reduced. However lamenting that no female teachers were in the school, he informed that only one female teacher was posted in the school for a short duration. Thereafter, no female teacher has been posted in the school which becomes difficult to monitor the problems faced by girl students, he added.
At Leporiang, APSCW Member Hage Yassum briefly informed about Child Labour and trafficking. She elaborately explained the different types of trafficking like labour trafficking, sex workers, domestic worker etc. She further informed that forced marriage is also a kind of human trafficking when a girl's consent is not obtained and she is forcefully married to anyone. Free and compulsory education is must for the children of 14 years and below, she added.
APSCW Legal Advisor Kani Nada Malling explained about the Protection of Children from Sexual Offences (POCSO) Act, 2012 to the gathered villagers. She spoke on the topics such as child abuse, sexual abuses of children in the house and schools. She explained how to differentiate the sexual offences faced by the children. Informing that if anyone hides such offences against the children, then that person will be punished under POCSO Act, she also spoke about free legal aid provided by the Arunachal Pradesh State Legal Service Authority for any women and girl child victims who cannot afford to hire an advocate.
APSCW Member Oter Ering Tayeng talked about the domestic violence and polygamy. She informed that the victim or person who knows about such violence can report to service provider, police, magistrate and protection officer. She also informed about Arunachal Pradesh State Victim Compensation Scheme and Women Helpline No. 181. APSCW Chairperson Mitali Tingkhatra briefly informed about property rights of women. She encouraged the participants of the programme for compulsory marriage registration, as it will help them and their children in the future.
While attending the programme, Sagalee ADC, Jalash Pertin lamented that because of no female protection officers, the administration is facing difficulties to take deposition or enquire the victims of domestic violence and other offences. He also shared various women and children friendly laws to the participants.
Head GB Nabam Eka also spoke in the programme and highlighted the difficulties faced.
The APSCW chairperson assured to take up the matter to the concerned authority.
Leporiang Gram Panchayat Chairperson Nabam Yaluk and Leporiang unit of Arunachal Pradesh Women Welfare Society (APWWS) president Nabam Kadu also spoke on the occasion.
APSCW Vice Chairperson Nabam Yabang encouraged the participants to take advantage of the information provided by the Commission and share the information to their fellow mates. Around 150 villagers including government employees and Sagalee APWWS attended the programme.
Workshop on Bio-diesel production at NERIST
ITANAGAR, Oct 17: A two days Institute-Industry workshop on Bio-diesel production with the theme -'Energy Independence is the Lifeline of a Nation,' began at North Eastern Regional Institute of Science and Technology (NERIST) seminar hall on Monday.
Programme Co-coordinator, Prof Pradip Lingfa, HoD Mechanical Engineering, informed that India with its 60 million hectares of wasteland has tremendous potential to produce Bio-diesel to meet its energy requirement. He said intensive research is needed to burn bio-fuel in internal combustion engines with high efficiency and this needs to be an urgent R&D programme. Bio-fuel is an emerging area which offers immense opportunities as existing fossil fuel are likely to diminish within a few years and it is the power behind a green tomorrow, he added.
Giving a presentation of Bio-diesel production, Professor D.K. Bora, Assistant Professor, from Assam Engineering College, Guwahati, said that wind and solar power in the North-East region has lesser scope for development than bio-fuel. He informed that the region has good scope for producing bio-diesel with plants such as Jatropa, Karanja, Neem, Palash, Kusum, Sal, Nahar, Polonga, Rubberseed, Cotton Seed, and Seemarubha seeds. A lot of research and development in this field have been carried out successfully in various parts of the country, he added.
Dr. Chandragupta Shridhar Warnekar, another resource person from Nagpur delivered a talk on the importance of Sanskrit constructs in the application of wider fields of computer science.
Altogether four NGOs and eleven farmers including scholars and students are attending the workshop.
Research projects on Bio-diesel have already been established at NERIST with the installation of Bio-diesel Laboratory and Integrated Bio-Diesel Reactor System for further research and development of bio-diesel for the benefit of people.
WSDSU appeals to the apex students' body to revoke its order

ITANAGAR, Oct 17: Terming the All Arunachal Pradesh Students' Union (AAPSU) caretaker President, Kamta Lapung's Oct 15 last, order appointing an interim president and general secretary of the WSDSU, as invalid and against the AAPSU byelaws, the WSDSU has appealed the apex students' body to revoke its order.
While addressing a press conference held here on Monday, WSDSU President, Bommar Riba said that the AAPSU caretaker President has wrongly invoked Article 17(5) of the constitution of AAPSU for passing the unilateral order as it is in violation of the AAPSU constitution. "The WSDSU has on July 17 last, in its resolution declared Ritum Tali as official candidate for the post of General Secretary AAPSU, however, Lapung, in his July 18 order declared the WSDSU's decision as null and void and directed holding of a fresh meeting for selection of official candidate from the district," he informed.
WSDSU Vigilance Secretary, Ritum Tali also claimed that some disgruntled executive committee members of the WSDSU are trying to create factionalism within the union and there are no controversies within the union whatsoever.
While, alleging the AAPSU caretaker President, Kamta Lapung of being biased, Tali further said that despite the AAPSU constituted three-member fact finding committee (which has been constituted for resolving the dispute within the WSDSU), in its report declared the official candidatures for the ensuing AAPSU election as valid, the caretaker President appointed an interim president and general secretary of the WSDSU which is unfair. He also termed Lapung's move as unjust, saying that since the AAPSU has already been dissolved in view of the ensuing AAPSU election, the declaration of such an order by the caretaker President is unethical.
Further, citing the order of the AAPSU caretaker General Secretary, Biru Nasi which has refrained the interim president and general secretary of the WSDSU from assuming office, Tali urged all the district and federal units of the AAPSU to extend their support to the WSDSU.
DDCMC and DLMC reviews schemes implementation
KOLORIANG, Oct 17: The first District Development Coordination and Monitoring Committee meeting under Ministry of Rural Development and the second District Level Monitoring Committee Meeting to review all schemes under SPA, NEC, NLCPR, State Plan and other CSS implemented in Kra-Daadi district was held under the chairmanship of Kra Daadi Deputy Commissioner Habung Donyi at Palin on Monday.
Minister for PHE & WS and Disaster Management Takam Pario while participating in the meeting and discussion emphasized on maintaining cordial relation among the members and developing a sense of responsibility to take care of all Govt. properties for the greater benefit of the masses.
"Unnecessary and false allegations against any individual or official without any proof should be discouraged," he said.
Deputy Commissioner Habung Donyi requested the HoDs and executing agencies of all projects to submit quarterly progress report in time and copy of which should be made available in advance before the next meeting. He also, emphasized on the importance of Adhaar card enrollment and stressed upon maintaining hygienic environment.
The PRIs leaders while participating in the discussion urged the HODs to maintain transparency while implementing the developmental schemes.
ZPC Rido Meena, all the ZPMs of various circles, HoDs and other nominated members of District Development Coordination and Monitoring Committee attended the meeting.
The HoDs present in the meeting has furnished their Quarterly Progress report for the quarter ending Sept 2016 against all ongoing and completed centrally sponsored and State funded schemes. DIPRO
GM NABARD interacts with SHGs and Farmer's Clubs of LDV
ITANAGAR, Oct 17: Roing based NGO AMYAA facilitated an interaction programme between General Manager, NABARD Itanagar and members of SHGs and of Farmers' Clubs of Lower Dibang Valley district at Mayu-II and Parbuk villages.
The programme was organized to enable the SHGs members and Farmer's Clubs members promoted by AMYAA through the support of NABARD to have direct interaction with the NABARD official during his maiden visit to the district.
NABARD GM S. Sankaranarayanan highlighted on various loan schemes and projects that NABARD gives to the State Government and Banks. He also spoke on numerous loan-cum-grants schemes that can be availed by the SHGs and Farmer's Clubs.
He also said that projects, such as Rural Mart and Rural Haat can help the grassroots community in facilitating sale of their local products. He was impressed by the discipline and regularity in functioning of the SHGs and Farmer's Clubs in the district.
The SHGs showcased their books of records and local products through exhibition.
He encouraged the SHGs to participate in National level Melas and Exhibitions from time to time. He assured of all possible support to the SHGs and Farmer's Clubs through partner AMYAA in the district.
The NABARD GM also spent good time in interacting with the SHGs and Farmer's Club members.
A total of 70 members representing 7 SHGs and 5 Farmer's Clubs took part in the programme.

Officials occupy new building without maintaining formality

PASIGHAT, Oct 17: The Mebo sub-division office of Public Health Department (PHED) in East Siang district has all set to function from a newly constructed building near Mebo town without the formal official handing and taking over process of the building.
The contractor concerned has alleged that the department engineers did not process the completion report despite submission of the report thereby denying release of remaining bill and repayment of security money.
He alleged that the department officials following instruction of the PHED executive engineer, Pasighat are forcibly occupying the newly constructed building and labour barrack violating the standing rules.
It is observed that the office is presently running without signboard, name plates and other official equipments in the office rooms.
The construction was a part of 'Mega Water Supply Project' implemented by Pasighat division of PHED at Aohali (Mebo). The project was funded by Union Ministry of Development of Northeastern Region (DoNER) under Non-Lapsable Central Pool of Resources (NLCPR).
A part of construction works worth Rs 2.56 crore including sedimentation tank, filter and water storage tank of the mega project besides office building for sub-division office (PHED) covered by security wall was allotted to M/s- TM Enterprise, a local construction agency. The contractor concerned has reportedly completed the works in 2013 and waiting for payment amounting to Rs 60 lakh as final bill and refundable security money. But, the executive engineer of the department has allegedly kept the remaining dues pending under the reason best known to him.
"I repeatedly approached the executive engineer of PHED for the formal handing and taking process of office building and other constructions at Mebo, but he was found adamant. The officials are forcefully occupying the office and other buildings without making any formalities, which is violation of the standing rules", said the visibly annoyed contractor, Marshal Lego.
The assistant engineer (PHED) of Mebo has expressed his ignorance about the status of the construction works and financial deal against the project works while the junior engineer concerned is tight-lipped.
Executive engineer of PHED, Pasighat division in his counter statement said that the contractor has not finished the works as per agreement. According to him, final bill against the construction works has been paid to the construction agency.
"We have asked the contractor concerned to finish the work with some minor installations and collect his refundable security money", the executive engineer maintained.

Sikkim, Manipur, Assam enter semis
ITANAGAR, Oct 17: Sikkim stormed into the semi-final registering a resounding 4-0 victory over Nagaland in their second league level match in the 7th Dr. T Ao Memorial North East Football Championship 2016 at RG Stadium, Naharlagun on Monday. Sikkim beat Arunachal by an identical margin on Sunday.
Assam and Manipur, who played out a 1-1 draw in the second match, also secured their place in the semifinals.
After a barren first half, Sikkim came out with all guns blazing in the second half and scored the first goal in 61st minute through Suraj Chetri. Manos Rai scored a brace in 62nd and 78th minutes before YD Lepcha sealed the fate of the team by scoring in 81st minute.
Manos Rai was declared as 'Men of the Match'.
In the second match, Manipur and Assam played out an entertaining 1-1 draw.
Manipur took an early lead in 14th minute with a goal from N.Pritam Singh which was equalized by Assam in 84th minute.
Assam came back strongly in the closing stage and was awarded for their hard work when Manipur conceded own goal in 84th minute.
S Subhash Singh, who played for Mumbai FC and Mohan Bagan, was the cynosure of all eyes as he entertained the football lovers with his different ball games, skills and tricks.
K Phalguni Singh of Manipur was adjudged Men of Match and the trophy was given away by Councilor Kipa Takum.
Arunachal will play against Nagaland on Tuesday at 2 pm. The winner of the match will meet Manipur in the semifinal.
Sikkim will lock horn with Assam in another semifinal.

AALO, Oct 17: Arun Tame and Nyamo Ete scored two goals each as Jummi Combats Bene trounced Puakgumin YC 4-1 in a pool A match in the Binga Ete Memorial Football Tournament, 2016 at general ground here on Monday.
The lone goal for Puakgumin was scored by Moka Pakam.
The Bene based team has already secured their place in the quarterfinals beating FC Tadin, Kugi Ao FC and Kabu FC.
Earlier, MAE FC blanked Ngomdir PH FC 6-0.
Jumdo Padu scored two goals while Gemar Loya, Nyali Lollen, Baken Ete and Moji Ado scored a goal each.
MAE FC has also entered into the quarterfinals with three wins in as many matches.
Ngomdir PH FC will look to bounce back against Darka FC in their last league match on October 19.
On Tuesday, group B topper (on goal difference) Memo United FC will play Gotu TK Darka.
Both teams have won their respective matches against FC DPGC Kamki and Sipu FC, who will lock horns with each other in the second match of the day.
CM's sub-veteran and veteran badminton C'ships
ITANAGAR, Oct 17: The 3rd Chief Minister's Sub-veteran and Veteran Badminton Championship-2016 will be held from November 24 to 26 at Raj Bhawan and MLA Cottage Badminton Stadium here .
All the affiliated clubs and district badminton associations across the state are illegible to take part in the proposed tournaments.

ITANAGAR, Oct 17: Pangin-Boleng MLA and former minister Tapang Taloh has been appointed as Advisor to the Chief Minister. The post will be in the status of Cabinet Minister with all perks and facilities entitled, stated an order from Chief Secretary Shakuntala D Gamlin.
Tacho stresses on sports academies
ITANAGAR, Oct 17: Minister, Sports & Youth Affairs Rajesh Tacho emphasized on the need to open sports academies in every district.

Indo-Bhutan Friendship Car Rally
ITANAGAR, Oct 17: International Friendship Car Rally Association is organizing Indo-Bhutan Friendship Car Rally-2016 from Oct 19 to 29. The rally will be flagged off by Chief Minister Pema Khandu from Tawang.
Organising Chairman (IFCRA) cum Parliamentary Secretary, Power Thangwang Wangham has emphasized to reconnect and strengthen the age old historical linkage, cultural and linguistic affinities between Arunachal Pradesh and Bhutan. Foreign delegates from Australia, Portugal and Bhutan are also participating in the rally. The rally is sponsored by Dept, of Tourism, Govt, of Arunachal Pradesh and supported by Bhutan India Friendship Association (BIFA).
Candle light march
ITANAGAR, Oct 17: The Tanw Supun Dukun, Apatani Apex Council is organising a massive "Candle Light March on Oct 18 from I G Park to Itanagar Dree Ground at Nyokum Lapang in protest against the apathy of the authorities, demanding thorough investigation into death of Police Sub-Inspector Hano Chatung on September 14. The rally site was wrongly mentioned as "Nyokum Lapang Itanagar upto Dree-Ground" in a news item published in this daily on Oct 16.
Committee adopt reports
ITANAGAR, Oct 17: In the seventh sitting of the Committee on Public Accounts of sixth state Legislative Assembly, reports 69, 70, 71 and 72 on public accounts were adopted. The sitting was presided over by Chairman Kaling Moyong and attended by members Tage Taki, Laisam Simai, Olom Panyang and Dr Mohesh Chai.
The public accounts committee of Arunachal Pradesh Legislative Assembly has so far presented 68 numbers of reports in the house.
Fund for new reservoir sought
ITANAGAR, Oct 17: A team of gram panchayat members headed by gram chairperson Tadar Yakap and ASM Tadar Chachung visited the main water reservoir of 12th Lower Nyapin Panchayat segment recently which was completely damaged during last Monsoon. The team later submitted representations to the chief engineer PHE Western Zone and superintending engineer seeking immediate fund for setting up a new reservoir.
The chief engineer had visited the site in 2015 but still no fund has been placed. It is now public of Lower Nyapin who have to suffer because of the broken reservoir. The concern department needs to do the needful, ASM 12th Lower Nyapin Tadar Chachung said in a release.
Awareness prog for parents having CWSN
ITANAGAR, Oct 17: The Department of Special Education, Himalayan University, Itanagar conducted an awareness programme for the parents having children with special needs (Divyangjan) at its premises at Chimpu on October 16.
The parents were explained about the types of Divyangjan, associated conditions with intellectual disability, prevention strategies at various levels, various management techniques for intellectual disability, teaching approaches, teaching principles and strategies, functional academic, behaviour modification and counseling etc by the faculty members and resource persons.
A total 26 parents having children with special needs attended the 5- hour-long programme.
LIC's Student of the Year Award 2016
ROING, Oct 17: The LIC of India, Doom Dooma branch organized the "Student of the Year Award 2016" function at VKV Roing, wherein the first, second, and third rank holders of VKV Roing were felicitated.
A total of 30 students received trophies and certificates.
SP Sanjay Kr Sain and Deputy SP Opir Paron attended the programme.
Addressing the students, SP Sain advised them to give equal importance to co curricular activities along with their academic coursed. He appreciated the selfless service rendered by Vivekananda Kendra in Arunachal Pradesh.

Plan afoot for early implementation of "My Village My Development Plan"
KOLORIANG, Oct 17: A brain storming session on "My Village My Development Plan" was held at the conference hall of Kurung Kumey Deputy Commissioner on Monday attended by elected PR leaders and HoDs of Kurung Kumcy district.
Cheechung Chukhu, ADC, Patuk, stressed on early implementation of "My Village My Development Plan" as the state government has already notified it. He also shared his experience on 3-tier Panchayat Raj Act, 1997 of Arunachal Pradesh.
Course Coordinator SW Bagang from SIRD explained in details through PowerPoint about "My Village My Development Plan" and stressed on implementation of the plan by grassroots level PR leaders. He also explained the purpose and aim and objectives of the plan.

GJNYCC seeks govt. support
ITANAGAR, Oct 17: A delegation of Golden Jubilee Nyokum Yullo Celebration Committee 2017 (GJNYCC) on Monday met Chief Minister Pema Khandu at Civil Secretariat and apprised him of the forthcoming festival of Nyishi community.
Informing that the 50th (golden jubilee) years of Nyokum festival will be celebrated at Joram village under Lower Subansiri district from February 10 to 26, 2017, they sought support from the Govt. in propagating the historic celebration.
Terming Nyokum as one of the major festivals of the State, the chief minister has assured all possible help to celebrate the festival in a grand way and make it memorable one.
The delegation also met Minister for Urban Development and Town Planning, Law & Justice Nabam Rebia and sought his guidance for smooth celebration of the festival.
Rebia advised the committee members to put a complete ban on gambling/dices during the celebration and maintain sanctity of the festival.
ABCC Youth Conference held
ITANAGAR, Oct 17: The first ever Youth Conference of Arunachal Baptist Churches Council (ABCC) with theme "Focus, 2Corinthians 4:16-18" was conducted at Nirjuli Baptist Church from October 14 to 16.
Some of the highlights of the programme were word of God by various renowned speakers from Council of Baptist Churches in North East India (CBCNEI) praise and worship, workshops, worship concert, banquet, city tour, mission-reach out, Secret of Life etc.
Local MLA Techi Kaso and youths from Arunachal Baptist Churches Council (ABCC) participated in the conference.

India will have to woo countries like Myanmar
At a time when India is making every effort to isolate Pakistan in the international community the visit of Myanmar’s tallest leader and State Counselor Aung San Suu Kyi to India assumes significance. Ms Su Kyi accompanied by several Ministers and senior officials will meet President, Prime Minister and will also hold discussion with leading Indian business leaders on ways of bolstering bilateral economic and commercial relations. Ever since democracy restored has been Myanmar is emerging as an important country in the region. India needs to improve the relation with Myanmar for various reasons.
Many of the rebel groups operating in North East region is alleged to be based in thick jungles of Myanmar. India will need support of the Myanmarese government to engage these rebel groups. Both the countries share a long porous boundary and need to cooperate with each other for safety and security of the two countries. India aspires to be regional power and for this it is important to develop good relation with immediate neighbours. Recently after Uri incident New Delhi launched a diplomatic blitzkrieg which led to Pakistan virtually getting isolated in the region. After India pulled out of SAARC summit which was scheduled to be hosted by Islamabad countries like Bangladesh, Sri Lanka and Bhutan joined India in boycotting the summit. India reaped the benefit of having improved the relation with neighbours while diplomatically isolating the Pakistan. With China and Pakistan constantly ganging up against India, it has become even more important for India to woo other Asian countries and forge closer ties.

Not every job can be bought
Dear Editor,
Through your esteemed daily I would like to share my experience of being unemployed. Many of my friends who were earlier absorbed in the govt. job told me that without money and politics (two magic powers) one cannot reach the destination of getting a government job. Those words were set on my heart and mind which affected my hardworking nature. I always got discourage to attempt any departmental interview due to lack of money and political connection. But of late I realized that these things do not happens in all the department and I think it might be depending on the appointing authorities.
Recently I appeared interview for the post of LDC/UDC in PWD as usual without any support of money and political power. But this time to my surprises I did not see any type of money and political influence due to which I got appointment based on merit.

Check chaotic parking of vehicles
Dear Editor,
Through your esteemed daily I would like to make an earnest request to the SDO, EAC, CO and the police personnel of Doimukh regarding the reckless parking in Doimukh market area during evening hours.
People park their vehicle in the middle of road as if the public road is their own personal property which egregiously violates the traffic rules and also leads to huge traffic jam.
The general public and students of RGU are the worst sufferers. We can see people quarreling each other from the vehicle in their cacophony voice “CHALANE NAHE ATA HAI KYA “which is really an awkward predicament. If the parking system continues in the same manner, I hope every one of us can predict the future consequences. I request the concern authorities to look into the matter meticulously and to resolve the matter at the earliest.

India should divorce all regressive practices

When any practice in the name of religion or tradition comes into conflict with the evolutionary progress then it must be nibbed in a secular country. Thus, triple talaq and polygamy cannot have a place in our country. They are against gender as well as natural justice.
It is ludicrous to cling to such regressive practices when even countries where Muslims
are majority have given all of their citizen’s equal rights in matrimony. As a matter
of fact, India badly needs to clean all regressive prejudices and practices from
her backyard. Triple talaq and polygamy are against Indian Muslim women. Similarly,
politics and vigilantism over cows are against the dalits and non-
